Vegetta is an underdog, he is afraid of the bigger/stronger dogs, therefore he is unhappy in the shelter and very much in need of a Home
Vegetta is a sweet, calm, gentle, softhearted boy; he is a bit insecure with strange people, but curious, he just needs a little time. With the people he knows and trusts he is sweet and affectionate.
For Vegetta it would be so much better being in a loving Home, where he could feel safe.
